PETITION TO PARLIAMENT.

WELLINGTON, Nov. 3. A request to the Minister of Education to reduce by 10 per cent, the numbers determining the grades and sudgrades of primary schools, m order to obviate the down-grading of schools, is contained in a petition presented o Parliament yesterday by Mr EL. acThe petition, signed by Mi A. Smith, deputy-chairman of the Nelson

Central School, and 23 other residents, claims that the down-grading of schools necessitates transfers, dismissals, « changes of teachers, and that children suffer through this constant fluctuation. Moreover, it is argued that the insecurity of tenure must naturally be most disturbing to teachers and adversely affect their work. A futhei reduction in salary through no fault of their own, after the imposition or two general salary reductions, is stated to be inequitable. The petition also protests against “the inadequate capitation allowance paid to school committees,” and states that a further reduction will increase difficulties already existing.
