ALARM AMONG FOREIGNERS

“REDS” SURROUND CITIES

TOKIO, Aug. 3. A Peiping message says that, at the request of the British Consul, H.M.S. Witch is speeding to Foochow owing to the presence of the “Red” bandit troops. Similar assistance has been requested bv the Americans and French. A division of Central Government troops has been recalled from Futsing, 50 miles southward, for the defence of the city. The foreign spokesman states that the cruiser Kuma has been sent to Foochow purely as a precautionary measure because foreign consuls are anxious owing to the presence of 5000 bandit Communists only 12 miles outside Foochow, but they are not expected actually to enter the city. Japanese advices report a somewhat similar situation in Amoy, where Government forces anticipate a general “Red” attack.
