AUSTRALIAN CHANGES. MELBOURNE, May 23. The Government has decided to make drastic changes in the Sydney Corporation Act to prevent a recurrence of the scandals which _ occurred in the City Council’s administration a few years ago. The election in December will be held under the preferential voting system, and the lodger vote enacted by the former Labour Government will be eliminated. The Lord Mayor will also be appointed by a preferential secret ballot. The council’s accounts will be examined by a Government auditor instead of an outside official.
