HOME BUDGET.
PUBLIC SPECULATION. LONDON, April 15. Mr Neville Chamberlain spent the entire day completing liis Budget speech. His plans were communicated to Cabinet and the Council on Monday evening. Meanwhile the public is speculating how the surplus in the Budget, which is described as the most cheerful of a decade, will be disposed of.
