BUDGET FOR DEFICIT. Received March 14, 10.55 a.m. SYDNEY, March 14. The City Council has fixed the municipal rate at 4Jd in the £, the same as last year. On an assessment of £46,092,000, the rate (will yield £864,000, leaving'an estimated deficit of £93,000.
