Received December 1, 11.37 a.m. RUGBY, Dec. 1. Newspaper comment on the impending changes in Newfoundland emphasises that the initiative throughout comes from the Dominion. • Both Houses of the Newfoundland Parliament have now passed resolutions in favour of a temporary suspension of . the Dominion constitution. The next step will he the presentation to the King of the address asking for the suspension of the present Letters Patent and the issue of new Letters Patent for the administration of Newfoundland by a Commission of Government on lines recommended by the recent Royal Commission, which was appointed by and comprised nominees of the Governments of Britain, Canada and Newfoundland.

When the necessary legislation to give effect to this request is passed by the British Parliament the six members of the Commission will bo appointed by the British Government, three of them being drawn from Newfoundland.

When the present difficulties are overcome and the country is again selfsupporting, responsible Government will, on a request from the Newfoundland people, be restored.
