FREEDOM OF DISCUSSION. BUDGET PRESENTATION DELAYED. (By Telegraph—Special to Standard.) WELLINGTON, Oct. 27. The House of Repi-esentatives adjourned after a daylight sitting on Friday with the secona reading stage of the Central Reserve Bank Bill incomplete. This ttas not unexpected by the Government, because it had been obliged to encroach on the time with two important matters, the presentation of the Australian-New Zealand Trade Agreement and the passage of the monthly Imprest Supply Bill. There has been great freedom of discussion on the banking measure, extensions of the half hour limit being readily granted, while the Government’s motion for urgency, when the sitting resumed this morning following a long all-night talk on the money Bill, appeared to be the only expression of hope of despatch in discussing the general principles. The details of the Bill, which are reviewed in the committee stage, will not be dealt with until there has been a week’s interval. However, when the second reading debate is resumed on Tuesday it is the Government’s intention to again secure urgency and utilise it to the end of that stage, thus clearing the ground for another important policy measure, the Companies Bill. The delays of the week have put off the presentation of the Budget for at least another week.
