FAR EAST TENSION
THE RAILWAY QUESTION. ANTI-JAPANESE ATTITUDE. (United Press Association—By Electric Telegraph—Copyright.) Received September 25, 12.50 p.m. MOSCOW, Sept. 24. The Press adopts an anti-J apanese atti tilde following the Soviet Note regarding . the Cliinese Eastern Railway, which created excitement in Manchukuo as the result of a threat to supersede tho Soviet manager, M. Rudy, by a Manchurian official. The Manchukuo authorities have arrested M. Kublu, the chief accountant, M. Kalina, the manager of the motive power department, and M. Lavorff, the works manager. It was reported on Saturday that the latest Soviet-Japanose incident consisted of a chary Soviet protest against an alleged .Japanese intention to retorni the existing management of tho Chinese Eastern Railway. The Japanese were demanding that Manchukuan officials have equal responsibility with Soviet officials. The disputes which had arisen were coupled with tho failure to come to terms for the sale of the railway, and Japan now intends to seize tho railway. In the meantime additional Soviet activities within the Siberian border ■ were reported.
