STRATOSPHERIC FLIGHT.

RUSSIAN ATTEMPTS. Received September 25, 8.40 a.m. MOSCOW, Sept. 24. After repeated tests, involving several ineffectual attempts to leave the ground, the stratospheric balloon flight has been again postponed. There was bitter disappointment at the failure of the attempt. It was tliei world’s largest balloon, with a capacity of 250,000 cubic feet and a diameter of 112 feet. It rose only twenty feet.
