It was emphasised to _ M. Maisky that future indulgence in these tactics would only confuse the issue between commercial negotiations and propaganda and render the former, which should be treated on their merits, impossible of conclusion. Sir John Simon added that, as a previous assurance given on behalf of the j British Government was ignored, he would repeat finally and categorically 3 that the policy of IDs Majesty’s Govr eminent is to promote trade relations l on a permanent and stable basis, and they expect the Soviet Government to state clearly in reply what their policy is towards this country. Sir John Simon had now received an oral reply from the Soviet Ambassador, which is under consideration.
