Possible reform of the Legislative Council in the direction of making it an elective Chamber was raised in a question tabled in the House by Mr A. J. Stallworthy to-day. Mr Stallworthy. is asking whether, in view of the opportunity offering for reform, the necessity for reducing administrative costs and the over-burden of taxation, and the deep public resentment against any distribution oi political favours at the expense of taxpayers when thousands are on tho bread line, the Prime Minister will, before any fresh appointments are made allow the House to discuss and vote 'on the question of an electivo Upper Chamber 0r,.. failing that, discuss the policy and personnel of any further appointments. “You are rocking the boat,” commented Mr E. J. Howard, when Mr Stallworthy gave notice of bis question.
