Received September 14, 11.20 a.m. HAMILTON (Ontario), Sept. 13. The Trades and Labour Congress of Canada defeated a resolution which urged the congress to use its influence with the Federal Government with a view to opening trade relations with Russia in such commodities as would work to the mutual benefit of both countries.
