STARVING REFUGEES.
DISTRESS IN MANCHURIA. TOKIO, Aug. 28. Prince Tokugawa is heading a committee organised throughout the nation to raise funds for the relief of 2,000,000 starving refugees as the result of floods in Northern Manchuria, where an epidemic of cholera has added to the horrors of the stricken population.
