The Observer’s diplomatic correspondent says that, if Japan should withdraw from tlio League, it would raise tbo question of her mandate over the former German islands north of tho Equator. Tho debases on this subject will be of exceptional interest to tho British Empire as tho most important group of mandatory Powers.
