’ EMERGENCY DECREE. BERLIN, Feb. 22. President Hindenburg has signed an emergency decree to aid the banks, providing that the Government shall participate up to £12,500,000, to extend the £20,000,000 credit. The capital of the Gold Discount Bank will be doubled to £520,000,000. A merger of the Dannstadter Nazional Bank with the Dresden Bank of Oommerz, a private bank, and the Banner Bankverein, is being arranged, preparatory to a general consolidar tion. Herr Dietrich. Minister of Finance, says that the banks have been subjected to a thorough cleansing process and would have to repay the money loaned by the Reich in accordance with a fixed plan. The standstill agreement had removed all danger from abroad, thus measures had been taken to give the banks new life.
