INDIAN SITUATION.
GRADUAL IMPROVEMENT. CIVIL DISOBEDIENCE CAMPAIGN. / CALCUTTA, Feb. 21. The situation in India is gradually improving. There are indications that the civil disobedience movement is collapsing, and more Indians are rallying to the support of the Government, which is hastening the preliminaries for the new Constitution.
At the end of January civil disobedience convictions totalled 12,000, in addition to which there were 3000 arrests under the new emergency powers and regulations. Many of those arrested subsequently were released on giving a pledge not'' to participate in the movement against the Government.
