Received February 21, 1.55 p.m. LONDON Feb. 20. The House of Commons, by 149 votes to 28, read a second time Miss E. Rathbone’s bill to prevent a husband or wife bequeathing an entire estate to outsiders or charities, leaving the dependents unprovided for.
