VESSELS AT TIENTSIN. CHINESE PRECAUTIONS. Received May 15, 10.5 a.m. TOKIO. May 14. Official notification has been received at Tokio from Nanking that the Government has issued instructions to stop and search vessels of every nationality proceeding to or leaving Tientsin, and the confiscating of arms and munitions, which are considered contraband. In the event of such orders being carried out, officials at Tokio foresee a complicated international situation.
