QUESTION OF PROCEDURE. Prior to the confirmation of the minutes at the meeting of the general committee of the Manawatu and »v est Coast A. and P. Association yesterday, Mr H. Gillies asked for certain rules to be road, stating that he wished to make an explanation and give notice mn+inn

Gillies reported that he had broken the rules in connection with the grand parade, and therefore returned his prize money with .a forfeit of £l, suggesting, ruat others do the same. Mr Macaulay, the steward concerned, reported that he had granted exemption from. the application of the rules to certain exhibitors, as in his opinion the circumstances were extenuating, and he could not ca'l tire horse schedule committee together to deal with the matter. The committee had endorsed his action.

The rule referred to was one stipulating that all animals must take part in the grand parade. Exhibitors failing to comply, or causing delay, were liable to a fine of £l, and prize winners to the forfeiture of .prizes, at the discretion of the committee. “I objected before to the procedure regarding the horses,” stated Mr Gillies, “and I believe in carrying out the rules, which tho association has omitted to do. lam not in the habit of making a statement which cannot be proved by facts. I want. to explain matters before giving notice of motion.” The chairman (Mr J. Linklater, M.P.): What explanation do you wish to make? . "If you do not take notice of the rules as laid down there is going to be trouble so far as the horses are concerned,” stated Mr Gillies. 1 thought all horses which secured a place were supposed to come back on the second day. That was why the rule was made. The methods used at first were a bit cumbersome, so the rule was adopted in its present form. The committee has not fulfilled its duty by carrying out those rules. . I think that Mr M.acaulay made a mistake. I maintain that tho rules should be carried out fully,” said Mr Gillies. The procedure should always be maintained, and I am going to give notice of motion that the secretary write to a certain exhibitor and others, informing them that they have not complied with the rules or the association, and asking them to forward £1 together with any prize mouev received ; further, that if they fail to do so, they be disqualified during tho pleasure of the association, and all other associations bo notified to that ffecet.” The chairman: I rule that you cannot bring that forward until the existing resolution is rescinded. Mr Gillies: Then I will give notice of motion presently to rescind it. Mr A. Guy: Why not now? I think that it will be turned down. That is my opinion. Mr Gillies moved immediately that the resolution passed at the last meeting be rescinded. Mr M. A. Eliott pointed out that Mr Macaulay would be away from the next meeting, and he should be heard while he was present. Mr Macaulay stated that he had always done his best for the association, whether it pleased everyone or not. The chairman: We realise that. Mr Macaulay stated that he was leaving on Saturday for abroad. If there was any blame attached to him in the matter he would accept it. Mr T. R. Hodder' suggested that Mr Macaulay write a brief account of what had transpired. It could then be discussed. Mr Macaulay said that most of the committee knew what took place. He had explained at the last meeting. The chairman stated that there was nothing to he gained by further discussion and they did not want to antagonise exhibitors. The minutes of the last meeting were then confirmed.
