NAVAL CONFERENCE

FAILURE PREDICTED. AMERICAN CAUSES SENSATION. STATEMENT BY MR W. BRITTEN. (United Press Association —By Electric Telegraph—Copyright.) Received February 22, 10.5 a.m. WASHINGTON, Feb. 20. In a sensational speech to-night, Mr W. Britten,' chairman of the Naval Committee of the House of Representatives, said that Mr Ramsay MacDonald, had made a face about from parity to continued sea control, and that the American delegates to the Naval Conference had fallen into an “inferiority complex” before the old world diplomats. Mr Britten predicted the failure of the conference, owing to “British obstinacy.” ,

AMERICAN SENATOR’S ATTITUDE NEW YORK, Feb. 20. The Washington correspondent of the New York Times states: “The old group of ‘irreconcilables’ in the Senate let it be kno.vn emphatically to-day that they would resist any commitments entered into at the London Conference by the American delegation which have a political tinge. “The idea is being fostered that the sentiment of the Se iate is rather definitely against the conclusion of anv agreements such as would, supplement the Kellogg Pact with consultative provisions. Opposition to such a move would probably bo led by Senator Borah,, who has indicated that he would oppose vigorously any move committing the United States to joint action in case of violation of the Kellogn: Treaty. “There is a group in the Senate which is known not to oppose political commitments in order to secure naval limitations, but at the present time they appear somewhat hesitant in expressing their views.”
