COMMISSION’S RECOMMENDATIONS. (United Service.) LONDON. July 25. Urging that legislation to control road 'traffic is long overdue, a Royal Commission recommends that no general or special speed limits be laid down for motor cars or cycles if they are fitted with pneumatic tyres, but that omnibuses and coaches should be limited to 35 miles an hour and goods vans to 30 miles. Penalties for dangerous driving should be increased to a maximum of £SO for a first offence and £IOO for a second. The qualifying age for a motor cycle license should be 16, instead of 14. There should be power to regulate pillion riding, also the erecting of proper direction plates in towns.
