DECENTRALISATION PLAN.

At Dallas, the possibility of the discontinuance of tho International Rotary Conventions, with a decentralisation of the international organisation, was proposed at a post-convention session of officials to-day. The decentralisation plan is fostered by the British groups, whose idea of the internal handling of Rotary differs materially from tho programme the Americans offer. To-day’s discussion was held behind closed doors.
