NAVAL POWERS
ANGLO-FRENCH COMPROMISE
SCOPE AND PURPOSE
MISUNDERSTANDING IN AMERICA.
(United Press Association—By Electric Telegraph.—Copyright.) (British Official Wireless.) Received August 22, 10.50 a.m. RUGBY, Aug. 21.
Surpriso is expressed hero that misunderstanding regarding the scope and purpose of the Anglo- French compromise on naval limitation proposals should, according to Press messages, persist in America. The compromise is not embodied in any formal treaty and the proposals, are only tentative in character with a view to advancing the work of the Preparatory Committee for tlio Disarmament Conference at Geneva. They have been submitted in full to the principal naval Powers in order to solicit their comments and suggestions before being submitted to the Preparatory Committee.
The committee’s progress hitherto has been delayed owing to differences that have arisen on rival craft proposals for naval disarmament advanced by Franco and Britain, and the proposals now under consideration by the naval Powers are expected to overcome these difficulties. The reason for withholding these purely tentative proposals from publication for the time being is the desire of the Anglo-French Governments to bo in possession of the comments of all parties interested before such a step is taken.
