PROVINCIAL AUTONOMY,

(Australian Press Association.) DELHI, Aug. 12.

The Associated Chambers of Commerce of India and Burma, representing nearly a thousand millions sterling of capital, have sent a memorandum to the Simon Commission advocating full autonomy for the Indian Provinces, provided that: — (1) The Central Government of India is strengthened as against an all-India legislative Assembly. (2) Tho Central Government is given powers of intervention in tho event of a breakdown of the constitution of the Provinces. (3) Second chambers bo increased in the Provinces. (4) Adequite safeguards are furnished for administration by the police. (5) A clause is inserted in tho new Government of India Act forbidding commercial discrimination in any form.
