. WELLINGTON, April 22. Although the Rt. Hon. J. G. Coates will not officially . announce the fact till later, Sir Francis Bell is comfortably ensconsed in the room occupied by the Leader of the Legislative Council and it is generally understood that he has assumed duties as head of the Upper House. When Sir Heaton Rhodes made his first' speech last session he stated that he was acting as leader only till Sir Francis Bell’s return, and ' although there was much speculation here regarding the prospects of Sir James Allen for the leadership, - Sir Francis Bell’s value to the Government was too great to allow his retirement and his acquisition of the reins of office has dispelled all doubts. It will be no surprise to see Sir James Allen occupying a seat in the Council next session.
