PARIS, March 25.

M. .Tchitcherin, Russian Foreign Minister, is coming to Paris to confer with the French Premier, M. Poincare, and the Foreign Minister, M. Briand, regarding the funding of tho Russian (Czarist) debt. The Soviet has offered £2,200,000 a year in sixty-tw’o annuities. - France has demanded £3,280,000, with reduced initial payments over the first decade.

The problem is complicated by Russia’s insistence that France open large, long-term, commercial credits to enable Russia to obtain manufactured goods and other commodities.
