STRANGE SENTENCE.

PRISONERS TO DRAW LOTS. TO DECIDE ON EXECUTION. LAPAZ (Bolivia), March 14. Four illiterate natives, found guilty of the murder in 1917 of General Pando, the former President, were condemned to draw lots to determine wdiicli should be executed, the remainedr being subject to ten years in prison and three years’ disciplinary confinement. All appealed to the Supreme Court, which has not yet announced its decision. The sentence is based on the penal code devised by the President of Santa Cruz early in the nineteenth century, which was an endeavour to provide ngainst wholesale executions of conspirators, while avoiding the danger of making .some selected a scapegoat. Several other criminals are now awaiting sentence in Bolivia under the same law, which has caused a vigorous debate during the past ten years.—A. and N.Z. cable.
