Paris reports the receipt of a message indicating that Russia is actively preparing for war against China over the arrest by Marshul Cliang-tso-lin, the Manchurian war lord, of Ivanoff, the Soviet manager of the Chinese Eastern Railways, for refusing to allow military passengers to travel free. The Temp’s Oslo correspondent says that tho Soviet threat is not an idle ono. Munition factories arc working at full pressure and tho army is being mobilised. An extraordinary meeting of Commissars at Moscow is planning tho campaign. Railway material is being assembled for the despatch of troops to China. l A rigid censorship is exercised over all telegrams from Chinn and Jupan.— A. and N.Z. cable. ARREST OF RUSSIANS. PROTEST BY THE SOVIET. Received January 25, 10.15 a.m. PEKIN, Jan. 24. Tho Chincso military authorities have arrested Ivanoff, the Soviet general manager of tho Chinese Eastern Railway, and three departmental chiefs. A Soviet military attache had previously arrived at Herbin and was arranging for Soviet military transportation from the eastern to the western sections of tho railway following upon receipt of a telegram sent to tho Soviet Ambassador threatening to occupy the railway with troops. Tho Chinese have now appointed a White Russian as manager-engin-eer of the southern section of tho railway, who is running tho trains southward of Harbin. Tho Soviet embassy claims that the arrests have created a most serious situation, constituting a grave insult and violating the 1924 agreement. It has protested to the Chinese Foreign Office and demanded lvanoff’s immediate release, reserving tho right to demand satisfaction.—A. and N.Z. cable. FOREIGN OFFICE’S INSTRUCTIONS. Received January 25, 11.50 a.m. , PEKIN, Jan. 24. Tho Foreign Office has telegraphed Chang-tso-lin at Harbin, urging immediately the release of Ivanoff, and stating that tho other outstanding questions will be settled immediately. —Reuter.
