PARIS, Pec. 30. Replying in tlio Chamber of Deputies to tno Communist, M. Cachin, with regard to tho visit to Paris ot tiio British Captain Canning, an envoy of Abdel Kinn, with whom M. Briand refused to treat, M. Briand explained at length liis refusal. He said Captain Canning had no official mandate to bo sent to Paris. At that very moment the French authorities had secured possession of bundles of propaganda intended to stir up a revolt of .Moslems against France and Spain, who were endeavouring to bring about a real peace. The situation in Morocco had considerably improved. Tho Moroccans themselves were policing the frontiers. Ten thousand families had returned to their allegiance in order to escape the terrible cruelty and tyranny of Abdel Klim, who is in nowise qualified to speak for tho tribes, particularly the Pjcbalas and Rift's, with whom France and Spain preferred to negotiate, and with whom it was hoped shortly to arrive at a satisfactory solution of tho matters in dispute.—Reuter.
