MANDATES COMMISSION.
EX-ENEMY PROPERTIES. Received October 26, 10. 30 a.m. GENEVA, Oct. 25. The Mandates Commission considered the memorandum submitted by a Dutch member on the question of whether article 22 of tho Covenant conflicts with tho stipulations b and c of tho mandates on the subject, of the liquor traffic. It decided that the commission should follow the terms of tho article in tho covenant and watch the liquor traffic.
The commission discussing ex-enemy properties, agreed to Sir Frederick Lugard’s proposals that each mandatory country should be asked whether any such estates have been sold or retained; whether the mandatory country objected to their being sold at auction; and whether there were ex-enemy, properties or businesses other than landed estates, and if so how they wero dealt with. The commission completed its examination of the Japanese report of tho administration of the South Sea Islands.—Router.
