GERMANY’S MILITARY COLLAPSE REPORT OF REICHSTAG COMMITTEE. LONDON, July 18. The Alorning Post’s Berlin correspondent states that, the special committee appointed by the Reichstag to investigate the causes of the German military collapse in 1918 has presented its report, which records that it unanimously reached the conclusion that it is unable to attach criminal guilt to any person.

Regarding moral or historical guilt, the majority ot the committee arrived at the conclusion that nothing was brought to light to justify a judgment against any single person, but a minority, consisting of the Socialists and Communists, affirmed that such guilt was attached to Ilindenburg and Ludendorff.—-A .and N.Z. cable
