Northcroft moved that this council urges the Education Department to institute a complete survey of the school children of the Dominion with a view to their classification on psychiatric: lines, thus defining as far as possible the need for special schools and classes. The mover said that while we in New Zealand claimed to lead the world in many ways, we were about fifty years behind sonic pthcr countries in the treatment of subnormal children or children- who were not nornial. Miss H. E. L'arnnchan seconded the motion, which was carried. .
