EVICTING LANDOWNERS. MANY DOOMED TO PERISH. LONDON, Marcli 30. The Times's Riga correspondent advises that the Moscow Soviet authorities have commenced evicting former landowners. Hitherto they have evicted mostly old men, women and children. Many arc inevitably doomed to perish, since the fact that, they are not of proletarian origin debars them from obtaining oven the minimum possibilities of livelihood to which the Bolshevist law theoretically entitles all citizens.
