OIL SUPPLY FOR JAPAN.
SAGHALIEN ISLAND FIELD. NEGOTIATIONS~WTTH RUSSIA. NEW YORK, Dec. 22. A Russian-Japanese treaty is being negotiated, according to information from high sources in London, states the London correspondent of the New York World. It is reported that an agreement is about to be concluded whereby Russia will obtain technical sovereignty over tho Island of Saghalien, giving Japan control of the oil fields. This will ensure Japan an oil supply independent of foreign sources. A slight undercurrent of uneasiness regarding the Far East situation is said to exist in official quarters. This was indicated by nn interview recently between Mr Austen Chamberlain, Secretary for Foreign Affairs, and a leading foreign diplomat.
