JAPAN WANTS PROOF OF U.S. FRIENDLINESS. VISIT OF AMERICAN FLEET. "tOKIO, Dec. 24. While the Prime Minister, Viscount Koto, has issued a half denial of Japan's refusal to recoive the American fleet, it is cartain that the offer was made and refused; although tho offer was made tentatively, thus permitting of a statement that an offer of the visit was not nuwie.
Advantage was takea of the appointment of the new Japanese Ambassador to Washington, Mr Mastudaira, to make a new friendly gesture to Japan. "America can look forward to the most cordial relations with Japan," said the Secretary cf State ' (Mr Hughes), commenting on the appointment. It was reported from Tokio that the Japanese Prime Minister had. announced the reoeipt from America of a suggestion that the fleet should visit Yokohama after its manoeuvres in order to remove erroneous impressions of unfriendliness, While appreciating the offer, Japan declined it.
