OROUA COUNTY
MEETING OF COUNCIL. (From Our Own Correspondent). The Oroua County Council met at Feilding this morning and, in the absence of the chairman, Cr. AlcElroy presided. The others present were Crs. Green, McLennan, Greenhow and Brewster. CORRESPONDENCE. The Department of * Internal Affairs wrote stating that an order-in-council relative to the alteration of boundaries of the Feilding borough would be issued at an early dateAt the request of the Society of Civil Engineers the county engineor was instructod to attend the annual conference ut Christchurch next year. Tho Bunnythorpe School Committee wrote asking the council to donate 20 yards of gravel for school grounds.--It was pointed out that the Bunnythorpe people had ruised about £3OO and the Kuiranga County Council had donated metal. The request was granted. The Department of Health wrote asking the council to appoint the' inspector of health sanitary inspector for the county, with power to report direct to the council and suggesting that, if not already done so, the appointment should be made promptly.—lt was resolved to appoint Air Higgins to tho position. The Alain Highways Board forwarded the report on modern highway construction and maintenance, by Air Tindall, of the Department of Public Works, who had been abroad studying road matters. The Taumarunui County Council thanked tho council for assistance in . securing payment to their counties of portion of timber royalties. The Rangitikei County Council asked for an expression of opinion as to the advisability of retaining Feilding-Kakariki road as a main highway.—On the motion of the chairman it was decided to reply that the Oroua Council was of opinion that the road should bo so retained.^ The Alanawatu-Oroita Electric Power Board advised that it could not seo its way to shift the poles on the Palmerston North-Ashhurst road, but would paint them white six feet up. —Cr. Greenhow said he could not understand why some of the poles were put on' one side of the ditch and some on the other. It looked as if the board had found its mistake and then rectified the balance. Tho letter was received. JOINT BY-LAWS. The Horowhenua County Council asked when the joint by-laws would bo ready for adoption. _ . Tho council’s agents in Wellington advised that none of these by-laws were ready and tho Government printer had no idea when they would be ready. The Wellington Law Society bad already made a protest against the delay. In this connection tho council’s solicitor wrote as follows: —Tho Alotor Vehicles Act coines into force on the Ist January and the Public Works Amendment Act is already in force. As regards tho former Act statutory provision is made for tile licensing and registration of motor vehicles and tho rights of local authorities to enact by-laws on these branches of the subject is apparently thereby taken away. This alone would mean a complete revision of the proposed joint by-laws. I' urllier, the Act provides that the Governor-General may make regulations on a variety of subjects —practically a complete set of bylaws—and if the by-laws of any local authority are inconsistent with, of repugnant to any of the regulations, they the by-law is overruled- ’lliis being the position it appears to us to lxi a waste of Mime and probably the incurring of unnecessary expense to re-draw the joint bydaws until the Government regulations are guzetted. ENGINEER’S REPORT. The engineer’s report contained tho following: —Taonui riding: Gravel repairs have been effected on Valley and Buimy-thorpe-Ashhurst roads and dumps of gravel havo been carted out on Reid's lino and the Feilding-Ashhurst road. I • have ordered the necessary material and will be starting shortly to replace in concrete several old culverts in this riding, file cost of forming and asphalting the footpath to the new Bunnythorpe school will be approximately £32. Repair.) have been effected to Aorangi bridge and a sturt is now being made at completing tho asphalting of the decking of the same, lliwinui riding: The gravelling of Reid’s line has now been completed and repairs have been carried out on Bunnythorpo-A-shhurst and W atershed roads. Several small dumps of maintenance gravel have been carted out. Gravel for the new culvert on Ulysses road has been delivered and a start will lie made on this work at an early date. The Palmerston North road and portion of . tlte Feilding road have been trimmed with the grader. Alidland road and portion of Watershed road have been repaired with gravel. The two large wooden culverts on Alidland road are in a bad state of repair and will require renewing in concrete this summer. Otangaki ruling: Grove road from Hart’s corner to the Feiidimr-Ashhuxst road has been completely remetalled. The work of cleaning up tho Ashhurst streets is now in hand and as soon ns it is completed I propose making a start on the asphalting of the footpaths. GENERAL. Tho following alterations were made to the Uounty rolls: T. Simpson to G. F. W. llickmott; A. AI. and U. 11. Ihorby to Edwin Alarshall; V. 11. Brewster to a. S. firewater; Edwin Alarshall to P. E. Undue. Tho treasurer's report was as follows: Riding accounts; Aiangaono cr. £378 13s; Rangitawa dr. £206 5s lid ; Raumunga cr. £353 14s 4<l; Aiakino cr. £282 12s lOd; Taonui cr. £l7l 18s lid; lliwinui cr. £75 11s 9d; Otangaki £4BB 6s.
