SCOPE OF THE INQUIRY. LIMITATIONS IMPOSED. Received December 8, 11 a.m. MELBOURNE, Dee. 8. An unexpected development occurred at the Royal Commission inquiring into the circumstances of the police strike when the chairman. Sir John Monash, announced that a fresh commission had been received limiting the scope of the inquiry to the general state of efficiency and conditions of the force before the strike, the causes that moved the men to refuse duty, and the consequences that arose. The matters that have been removed from the scope of the inquiry were the present state of the force and the necessity, if any, of better police protection throughout Victoria. This is regarded as ait intimation from the new Ministry that it wishes the inquiry to end as soon as possible. —Press Association.
