TOBACCO MONOPOLY.

REORGANISATION IN FRANCE. Received March 2, 9.55 a.m. PARIS, March 1. The Government has nominated M. Andre Citroen to administer the State tobacco monopoly and reorganise _ the manufacture and sale on modern lines. M. Citroen was a small business man before the war, and thori organised a huge munition factory for the Government in the Javol quarter of Paris. After the war he transformed the works into a motor-car factory with such success that he was nicknamed the “French Ford.”—A. and N.Z. cable.
