' The'report which Marshal Foch drew up on behalf of the Inter-Allied Military Committee of Versailles was adopted by the Conference, with a few modifications rendered necessary by the fact that it was to be; forwarded to the Gorman Government. ' The report sets forth the failure to carry out the arrangements reached at Boulogne and Spa under tho head of tho Reichswehr. It points out that tho German legislation has not been carried through in harmony with the military provisions’ of the Versailles Treaty. Attention was dtawn to the organisation of tho Reichswohr, and it was pointed out that there were too many officers employed at the Ministry of War. Germany must bring herself into accord with the treaty on this point tiy April 15th. With regard to tho self-defence organisations, the' necessity for tho disarmament and dissolution of tho Einwohnerwehr is emphasised, and the German Government was required to promulgate Acts for the dissolution of that force before March 15th, and dissolution must be completed by June 50th. -All heavy arms and two-thirds of tho small arms were to bo handed in by March ! 31st and the remainder by June 30th. ■
In respect of naval matters it is pointed out that Germany lias not handed over all the documents she undertook to produce at Spa, and she was required to produce them by the end of February. Germany has not completed the dismantling of ships in reserve, and she is given until the olid of April to do so. By the end of July she must complete the destruction of all ships of war under construction, and she is called upon immediately to destroy all herfsubmarines and all submarine parts.
