LIBAU REBELLION.
Australian-New Zealand Cable Association. Received April 23, 2.30 p.m. AMSTERDAM, April 18 Advices received state that the Lettish Government has been overthrown by troops of Russian people, which have returned to Libau from the front. The Prime Minister and the British Commissioner escaped, but the Minister for the Interior was arrested.
