MAXIMALISTS DICTATE TERMS

Hostilities have ceased at Moscow, and terms have been signed, whereby the White Guard surrenders up anus and the Committee of Public Safety is dissolved. Tho Maximalists’ conditions for entering into a composite Socialist Government include the control of the troop,, at Petrograd and Moscow, and tho arming of workmen throughout .Russia. THE MAXIMALIST GOVERNMENT. LENIN AND TROTSKY MUST BE INCLUDED. (Editor's Tolefgram.) Received November T9, 11.25 a.m. PETROGRAD, Nov. 18, On. Saturday, after defeating Kerensky, tho Maximalist Council. Commissioners proclaimed the right of flic different peoples of Russia to _ decide their own form of Government, including tho separation and formation of _ independent States. Tho Maximalists insist on the. inclusion of Trotsky and Lenin in any composite Socialist Govcrnmcirt, and on obtaining a majority of the portfolios, including the Foreign, Interior, and Labour Departments. Tho (Vmtnrssioners have closed the Rursso-Swedish frontier at Tornca.
