(Psa Pbess Association.) WELLINGTON, Oct. 1.‘5. A judgment of much importance to labour unions was delivered this morning in a case in wtiicii the Waihi Miners’ Union sought a ruling of the Supreme Court on the refusal of the Registrar of Industrial Unions to register certain new rules providing for payment of benefit to members injured by accident or to relatives of members Rilled by accident. The Registrar refused to accept the rules .00 . the ground that they were ultra vires under the Industrial Conciliation and Arbitration Act. The judgment of Mr Justice Chapman was in favour of the action of the Registrar, ruling that in the absence of an express provision in the Act the proposed rules must, he considered to he luiyond the scope of the Statute.
