AUSTRIANS DARE NOT ATTACK. PARIS, Sept. 11. Tho Austrians do not dare to attack Belgrade. Rear-Admiral Troubridge and a party of bluejackets from the Mediterranean Fleet, with big guns, have l>ecn making good practice daily for live months past, and are now bombarding the trenches which the Austrians are constructing on the opposite sido of the Danube. Tlie French have several guns covering Semlin, moreover a squadron of French aeroplanes protecting Belgrade wrecked three Austrian machines of the aviatik type.

The Germans then may regret rushing up submarines for a criminal sterile tas!<, for torpedoes are specially useful against battleships engaged in furious combat.. THE WRECKED ZEPPELIN. AMSTERDAM. Sept 11. Reports from Brussels state that an aviator wrecked the Zepelin which was reported to have been brought down in Brussels, and its crow perished. The Allies bombed an aerodrome at Ghent barracks and destroved it, 103 being killed FRANCE'S BIG BLACK ARMY. PARIS, Sept. 11. On the re-opening of the Chamber next week, Deputy Ma:*o introduces a Bill enabling France to place in the field in the spring a well-trained army of at least 70C.000. New black troops from all colonies and protectorates will be recruited. The Gowrnors estimate that Madagascar will contribute 40,000. Algeria and Tunisia 70,000, and Indo-China 280,000. SUBMARINE VICTIMS. PARIS, Sept, 11. The oargoers Villomosinagnem and Andes have been submarined Sixteen of the former's crew landed. The Ande's crewwere saved. The British steamer Cornubia has been sunk. Tho crew were saved.
