PRESIDENT WILSON APPEALS TO CONGRESS.

President Wilson will personally address congress on the Panama' tolls question on Thursday and will advocate a reversal of the congress' 6 previous decision to exempt American ships on the ground that it is imperative for the United States to preserve treaties honorably entered into.
