ROYD GARLICK'S APPOINTMENT.

HON. ALLEN'S EXPLANATION

(Per Press Association.) WELLINGTON, Sept.. 2. Tho Rovd Garlick Committee returned this afternoon. Hon. James Allen, in his statement, denied that, the appointment, had any political significance. Ho knew nothing of Mr Garlick's political opinions. Politics did not cotno into tho appointment in any way whatever. As to competency, he was .satisfied that Mr Garlick knew all that was required of the duties. The scheme was not to teach Swedish drill, but a sys toni of physical training of which Swedish drill was the basis. Ho had consulted Sir George Newman in Ijonuon. who informed him that the New Zealand syllabus was the most modern thing in physical training. He defended tho salary because moro than a physical culturist was wanted. The salary had not- I teen challenged when submitted to Parliament. He was, therefore justified in concluding that Parliament. approved. Mr Garlick at first re fused because he had better prospects both hero and in Australia. Ho did not advertise because there was no time to got a man from England, and no one was better qualified than Mr Garlick in New Zealand. Ho appointed Mr Garlick to the committee of advice on the recommendation of l)rs. Hardwicko Smith and MakKill, but did not then contemplate appointing him as director. Ho was so appointed on tho recommendation of Mr Hogben, Instructor-General. On the question of results, ho quoted the complimentary re«ilutions passed by the Hawkes Ilav Education Board, and Auckland and Waikato teachers, fie maintained that the staff was now efficient, and tho course of training given to the children would greatly benefit not only healthy ones but defectives.

Tho committee adjourned tiil 3 o'clock to-morrow.
