COMMISSIONERS' REPORT

(Special to "Stakdard.") (By Telegraph.) WELLINGTON, Sept. 2

The report of the Public Service Com missioned, presented to-day. gives a mos. comprehensive review of the condition o tlie whole service, und of the reforms that i is anticipated will be effected. The exam ination of the service showed that its «fli ciency was not so great, as it should hnvt been, and that there was abundant room foi many improvements to be effected. The in nate conservatism of public servants ha< hindered many improvements being adopte* years ago. and there had been a tendency of work for subordinate departments to be oame separated from the parent Departmcni and to be o|>erated at a useless and extra ex ponditurc. By tho amalgamation of severs of these departments and .«* stematising th< work considerable savings could be effected A list of possible 4-cononnos given showed that £47,000 per year would l>e saved whet the system was fully in operation. Thh list was not yet complete, and directions it which several thousands a year may fur ther be saved arc indicated. So far as thservice itself is concerned, the Commis sioners indicate clearly that increased effi ciency is being obtained from the clitssifion tion regulations that have been made. Th< members of the service themselves arr throwing more heart into their work, ant! showing a greater readiness to recognise and approve a better system of working Tho Commissioners stress the point that better management- of the Department* would be very effective. One imiwrtant reform to Ik* carried into effect, is to giv< the Treasury Department its pro[»er power over other Departments dealing with ac counts, while in many cases duplication of accounts is avoided by tatter arrangements amongst the servants themselves.
