If the Veto Conference proved futile, the floodgates of bitter partisanship would be re-opened and would shake the very basis of all Government. Hon. A. J. Balfour, speaking at Glasgow. said the relative inferiority of the English fleet to the state of things which existed five years ago must be cured immediately, if not out of the finances of the year, then, by loans. "We must eonvincc the Powers of our fixed resolve to devote our last shilling and last man to the fulfilment of our Imperial obligations." concluded the Leader of the Opposition.
