Emil Vandervelde. the well-known Socialist writer and thinker, and leader of the Socialist Party 111 the Belgian Parliament, asserts that on the day prior to the operation which he underwent the late Ivmg Leopold transferred to the Harmless \ aughan £1,20(3,000 worth of Congo bonds. These bonds could not be traced when Belgium annexed tho Congo tornt°ry. ________
