CARGO BROACHING.
A WHOLESALE SYSTEM

Some startling allegations were made in a case in which a wharf labourer was chargcd with stealing cargo from the steamer Moldavia. Accused indicated that there was a wholesale system ot broaching cargo in which he wa6 compelled to take part; or incur the enmity of his fellow-workers. He said he had left Melbourne to cscape the practice, but had found-it just as rife in Sydney. He would not name the men implicated with him, as his life would not bo safe. A stevedore stated in evidence that cargo-broaching was a common practice, and there were a largo number of men engaged in it, but, as they stuck to each other' it was almost impossible to sheet home a conviction.
