WHAT THE NAVY IS FOR

Herr Bernstorff, German Ambassador, in a speech at Philadelphia, said Germany's foreign 'policy was purely commercial. She had no territorial ambitions or deep-seated designs against other States and the existing balance of power. Referring to Monroism, he said Germany had not the slightest intention of seeking a foothold in the "Western hemisphere. Trade rivalry should never lead to war, and the development of the navy was intended to protect commerce and the mercantile marine.
